Cedar Pacific is proposing to transform the last remaining piece of the Discovery Point masterplan into a well-designed and well-located co-living community with ground floor retail uses.

Project background and update

Cedar Pacific is a development and investment management company with over a decade of experience in the student housing and build-to-rent living sector.

Cedar Pacific are proposing to deliver a co-living residential development for the site alongside new service retail. This change from a previous scheme builds upon previous rounds of community and stakeholder feedback and reflects current needs in Wolli Creek – including the need for more diverse housing options whilst supporting the site’s direct access to public transport.

As you may already be aware, in 2023 under previous site ownership an application to modify the 2011 Concept Masterplan was prepared to deliver Build-to-Rent (BTR) residential dwellings. A voluntary design excellence competition was held and won by renowned architecture firm, Rothelowman who have been appointed to progress the detailed design of Building 14.

With approval to modify the Concept Masterplan to facilitate co-living being granted in August, the team is now preparing to submit a State Significant Development Application (SSDA) to the NSW Department of Planning, Housing and Infrastructure (DPHI) towards the end of 2025.

Proposal details

The SSDA is seeking approval for:

Construction and use of a 8-storey co-living residential development adjacent Wolli Creek Train Station.

Building to include:

  • Approximately 217 studios

  • -Ground floor retail uses and communal amenities

  • Landscaping and associated public domain works

What is co-living and who is it for?

Co-living offers private studio apartments with shared communal spaces, designed to foster connection and can be a more affordable option for singles and couples as the rent includes all utility bills and come fully furnished. It typically appeals to people aged between 25-35 including students, professionals, and individuals seeking flexible, well-located housing with flexible leases but with a dependable landlord.

This proposal represents the final stage of the Discovery Point precinct, completing more than two decades of urban renewal that began with the opening of Wolli Creek Station in 2000.

Wolli Creek Station opens.

Suburb of Wolli Creek established.

2008 - 2010

Preparation of Discovery Point Concept Plan.

May 2011

Concept Plan Approval.

2012 - 2013

Construction commences (Stages 1 & 6).

2014 - 2016

Ongoing construction - Completion of early stages and delivery of Discovery Park, riverfront promenade and pedestrian links.

2016

Discovery Point wins UDIA National Masterplanned Development Award.

2016 - 2018

Later precinct stages constructed (Stages 8-10).

2018 - 2018

Construction of main precinct completed. Majority of 1,900+ dwellings delivered.

2018 - 2023

Planning and consultation for Concept Plan Modification 5 - changing use of Building 14 from commercial to residential.

2018 - August 2025

NSW DPHI approves MOD 5 paving way for completion of the final stage.

Community engagement and feedback opportunities

We would now like to invite you to learn more about the revised proposal and provide feedback ahead of lodgement of to the NSW Department of Planning, Housing and Infrastructure (DPHI), which is anticipated to occur in the coming months.

Engagement with the community is an important part of the planning process, and we have engaged Colliers Urban Planning to support this process. Details of upcoming opportunities to provide feedback are provided below.
